Pinellas County's Building and Development Review Services Department provides construction permitting and inspection services for the City of Belleair Beach. The City's Community Improvement officer processes NPDES Stormwater Preconstruction Permits which is necessary to obtain a building permit for work that disturbs a significant amount of land.
