Floodplain Management & Community Rating System

A local government request to participate in the Community Rating System (CRS) and thereby be awarded credits to reduce National Flood Insurance Program (NFIP) premiums paid by properties located within its jurisdictional boundaries

The CRS program is a voluntary program benefiting those within its jurisdictional boundaries and the National Flood Insurance Program by:

  • Reducing flood losses
    • Increased public safety
    • Reduction of dmaages to property and people
    • Protection of the environment
  • Facilitating accurate insurance ratings
  • Promoting the awareness of flood hazard and the availability of flood insurance
    • Avoidance of economic distruption and losses
    • Reduction of human suffering

In the past, flood insurance premiums have been the same in all participating communities. However, the CRS program is an incentive program promoteing the mitigation of risks in communities providing a higher level of service required by the NFIP's minimum regulatory standards.

The CRS program's creditable activities can have a great impact on the insurance premium base, flood damages, flood insurance claims, and federal disaster assistance payments.

The City of Belleair Beach is rated as a Class 7 and therefore receives a 15% reduction in flood insurance rates within its jurisdiction.
