Watering Restrictions for Belleair Beach Residents
Belleair Beach residents are asked to follow all current watering restrictions issued by Pinellas County Utilities and the Southwest Florida Water Management District. Due to severe drought conditions and declining water supplies, the Southwest Florida Water Management District has issued Modified Phase III “Extreme” Water Shortage Restrictions, which have been extended through October 1, 2026. These restrictions apply to Pinellas County, including Belleair Beach.
Residents who do not receive irrigation water from Pinellas County Utilities should confirm their watering schedule directly with their water provider, as restrictions may vary by provider.
Belleair Beach Watering Schedule
Belleair Beach residents should follow the Pinellas County Utilities schedule for customers south of SR 580.
Potable, Well, and Lake Water
Even-numbered addresses ending in 0, 2, 4, 6, or 8 may water on Tuesdays.
Odd-numbered addresses ending in 1, 3, 5, 7, or 9 may water on Thursdays.
Mixed or no-address locations, such as common areas, entryways, office complexes, shopping centers, or similar properties, may water on Thursdays.
Reclaimed Water
Even-numbered addresses ending in 0, 2, 4, 6, or 8 may water on Tuesdays and/or Sundays.
Odd-numbered addresses ending in 1, 3, 5, 7, or 9 may water on Mondays and/or Thursdays.
Mixed or no-address locations may water on Mondays and/or Thursdays.
Allowed Watering Times
Watering is limited to the following hours:
12:01 a.m. to 4:00 a.m.
or
8:00 p.m. to 11:59 p.m.
Properties less than one acre may only use one of these watering windows on their assigned day. Properties one acre or larger may use both watering windows.
Additional Phase III Restrictions
In addition to the one-day-per-week watering schedule, the following restrictions are currently in effect:
Home car washing is only allowed on your assigned lawn watering day and must be done with a hose that has a shutoff nozzle.
Ornamental fountains and decorative water features may only operate up to four hours per day. The selected hours of operation must be posted.
Restaurants are required to serve water only upon request.
HOAs and other entities may not enforce deed restrictions or community standards that require increased water use, including replacing plant material for appearance standards or requiring pressure washing.
Hand Watering and Microirrigation
Residents may hand water plants or use microirrigation for flower beds, shrubs, and other non-lawn plant material on any day. Under the Modified Phase III restrictions, this is only allowed before 8:00 a.m. or after 6:00 p.m.
New Lawns and Plants
Due to ongoing drought conditions, residents are encouraged to avoid re-sodding or making major landscape changes at this time.
New lawns and plant material may qualify for a 60-day establishment period. During days 1 through 30, new plants and turf may be watered any day of the week. During days 31 through 60, watering is limited to three days per week. The exemption begins on the day of installation, and new turf or plants may be watered one time outside of normal watering hours on installation day.
If using an irrigation system zone, the zone may only be used if at least 50% of that zone contains new plant material. Smaller or scattered plantings, such as trees, shrubs, or individual plants, should be watered with a more targeted method, such as a hose with a nozzle.
Irrigation System Testing and Repairs
Irrigation systems may be operated for testing and repair purposes no more than once per week. Each test may not exceed 10 minutes, and someone must be present in the area being tested.
Pressure Washing
Pressure washing is allowed when it is being done in preparation for painting or sealing.
Boats and Emergency Uses
Rinsing boats and flushing boat engines is allowed after each use when needed to remove saltwater or prevent the spread of exotic plant or animal material. Water use for medical purposes or to protect public health, safety, and welfare is not restricted.
Violations
Pinellas County Utilities is required to issue a $193 citation for violations of the watering restrictions. The fine doubles with each additional violation. Due to the current extreme drought conditions, warnings are not allowed after April 17, 2026.
